生態河道治理基本原則

Basic Principles of Ecological River Regulation

一、綜合性原則:河道生態治理應在保證河道防洪、排澇、引水等基本功能的前提下，充分考慮河流的生態功能、水質凈化、生態景觀等功能的需要，同時兼顧親水活動的安全。

1. Comprehensive Principle: On the premise of guaranteeing the basic functions of flood control, waterlogging drainage and water diversion, river ecological control should fully consider the needs of river ecological functions, water purification, ecological landscape and other functions, while taking into account the safety of hydrophilic activities.

二、協調性原則:體現河道及周邊區域發展的特點，注重與沿線整體風貌相協調，河道生態景觀與周邊景觀相協調。

2. Coordination principle: embodying the characteristics of river course and surrounding area development, focusing on the coordination with the overall style along the line, and the coordination between river ecological landscape and surrounding landscape.

三、自然性原則:堅持恢復河道自然水生態系統生境，以自然修復為主，人工修復為輔，因地制宜、充分利用現狀河道的形態、地形、水文等條件;物種的選擇及配置宜以本土種為主，構建具有較強的自我維持及穩定的水生態系統。

3. Principles of naturalness: Rehabilitation of natural aquatic ecosystem habitats in rivers should be adhered to, with natural restoration as the main method and artificial restoration as the supplement, taking measures according to local conditions and making full use of the morphological, topographic and hydrological conditions of the existing rivers; selection and allocation of species should be based on native species, so as to construct a strong self-sustaining and stable aquatic ecosystem. 四、經濟性原則:與經濟、社會發展同步，因地制宜、節能;統籌前期建設與后期管護，盡可能降低前期建設成本和后期的養護費，實現河道生態治理的可持續性發展。
